Ce 9 juin le gouvernement français représenté par ses ministres Bruno Lemaire, Florence Parly, Elisabeth Borne et Jean-Baptiste Djebbari ont publié et détaillé, un plan de relance, les actions décidées par les autorités françaises pour soutenir et relancer le secteur industriel effondré en l’espace de 3 mois alors qu’il était encore en février sur une fabuleuse trajectoire ascendante.

15 Milliards d’Euros seront au total consacrés sous formes d’avances, de prêts directs ou de prêts garantis aux industriels français du secteur. Priorités sauvegarder l’emploi, sauvegarder l’avenir de l’industrie et sa modernisation, maintenir l’exportation, et (l’excuse) en profiter pour rajouter une grosse couche de peinture verte au secteur aérien toujours montré du doigt par les écolo-politiques.

Bonnes intentions. Le choc est d’une brutalité rare. Comme lors des déclenchements de guerres, mondiales, donc inconnu car la dernière n’était pas accompagnée d’un immense secteur de transport aérien. Les paquebots en revanche avaient vu leurs activités réduites à zéro en peu de temps. En 1991 ou en 2003, lors des guerres du Golfe, les conséquences étaient fortes mais limitées. De même les pandémies de SRAS et H1N1 avaient amoindri l’activité mais de quelques pourcents. Cette fois-ci dans le monde, entre 75 et 95 % du trafic passager a disparu en quelques jours. En parallèle les constructeurs et sous-traitant d’avions s’apprêtaient à faire face à la croissance annuelle établie de 6% pour 2020 avec 4,7 milliards de passagers attendus. Et donc environ 2000 avions lourds à livrer… En croissance. Et cela malgré la crise

Et les aéroports fermés, les transports de liaisons, les loueurs, le tourisme etc…. Même les ports spatiaux ont fermé pendant des semaines, l’activité spatiale étant elle également impactée. Une sorte de fin du monde.

Tout ce secteur mondial représente des millions d’emplois, largement répartis. Plus rien n’est autarcique et national, sinon une part des activités militaires et armement. Et encore… Rares sont les pays qui comme la France ont une très forte indépendance technologique et industrielle. D’où l’avantage stratégique de l’export. Qu’il faut également sauvegarder.

Ces manœuvres après Covid pourraient être un catalyseur pour des industries molles et qui tardent à se développer en Asie. Il faut donc que tous nos talents incontestables exigent et nous proposent une vision plus large et détaillée. Là c’est trop communication.

Ne l’oublions pas, pour relancer l’industrie, sans qu’elle devienne une assistée durable, il faut des passagers dans les avions ce qui conditionne tout ça également pour les compagnies et les aéroports. Un seul mot : ACTIVITÉ. Il faut en priorité relancer les vols. Le tourisme. Les affaires. Partout. Ouvrir les frontières. Le télétravail ne va pas tout prendre ! Calmer les peurs. Trouver un vaccin ou des traitements. C’est inséparable. Et démontrer que l’on applique avec sérieux et rigueur les mesures barrière. Ce qui n’est pas vraiment le cas actuellement !

Les armées vont accélérer des commandes. Bien. ET la maintenance (110 sur 180 hélicos de l’Alat sont cloués au sol faute d’entretien !). Mais ce sera très loin d’être suffisant.

La planification des grands constructeurs cette année est de 40% de ce qui était envisagé. Quand on calcule ce que cela représente en chute pour eux et pour leurs sous-traitants, on peut s’affoler. Mais, le pire n’est pas sur, si l’activité repart….

Les bonnes intentions vertes du gouvernement sont très subjectives. Avion zero rejet de GES en 2035 et petit hybride en 2030. Mise au rebut des avions anciens, grâce à l’évolution de l’offre verte. Bien sûr c’est très bien, vital, d’aider la recherche. Mais un programme de moteur comme le Leap des A320 et B737 ne s’amortit pas en 10 ans et les technologies pour passer à zero rejet carboné ne sont pas là. Une belle ambition. Mais il ne faut pas se bloquer dessus. Il faut faire confiance. Les pro de l’aéronautique ont montré et veulent démontrer que c’est leur propre intérêt de préserver la planète. L’avion à hydrogène cité hier est une belle utopie. Ca marchera peut-être. Quand ? Pour l’instant pas trace de projet sérieux et les tentatives, même pour l’automobile n’ont pas été séduisantes. Quand à la pile à combustible, elle a aussi du chemin à faire avant d’être opérationnelle pour de gros porteurs.

Et justement un mot des gros porteurs. Ils sont tous cloués au sol….Les plus gros comme l’A380, le B747, qui lui est à la retraite, les A340 et les premiers

Industrie, emploi, économie : c’est très bien. Nous allons mieux l’ordonner : Activité, soutien de l’industrie en attendant et passer le cap, emploi préservé, jusqu’à la reprise, économie, donc, et bien sûr exportations à privilégier également, civiles et militaires. C’est la feuille de route. Et cela offrira au passage les cadeaux verts si attendus mais qui ne doivent pas être des freins mais des récompenses et des soutiens.
